How will questions be picked in the next presidential debate?

I read that the next presidential debate will be a town hall style debate and that the moderator will call on members of the audience and read questions from the internet. How will those people and questions be picked? I mean, are they just going to walk up to anyone who raises their hand like on the Jerry Springer show? Or will the questions be pre-screened before hand?
