Getting a pup in the apartment?

I am a University student and I really want to get a small dog but the problem is that the condominium that I will soon be moving to don't allow pets but there is a dog in the unit and i heard from somebody that it has barked before..so there is no problem snuggling in pets but my question is, how am I going to walk the dog? if i bring him out for walks, people can see me with a dog. So how is the dog going to relief itself then? just wondering...
